Brendan pointed out to us in fall 2014 that data quality control reports aren't a one size fits all sort of thing, but that particular kinds of users will have particular kinds of quality reporting needs (in his case, the ability to easily identify similar problem cases that can be handed out as units of work for data checking to staff in particular departments). Cases of reports from this check phase that target particular downstream act phases include actionable items and distinct problem value reports.
