Minimal Technical Success Criteria:

Two or more of us can write actors using the developer's package, we can compose a workflow aof at least two QC actors with input and output, the workflow is available in a web application where a darwin core archive can bue uploaded, run through the workflow, and a human readable result is presented to the web user.
