Minimal Technical Success Criteria:
We produce an infrastructure (with sufficient documentatino for a third party to use it without additional assistance) in which vocabularies can be managed. We produce an infrastructure that serves as an actor marketplace (with sufficient doucmentation for a third party to use it without additional assistance) into which we have contributed actors developed in epic (A) for SPNHC 2016 and their documentation, with the actor documentation supporting the use case/information element/DQ criterion/DQ Dimension data quality needs concepts.
