the ncsa.gis.location.us plugin only contains Tennessee and South Carolina boundary data, a decision that was made to save space. However, this does not allow users in other regions to work offline and create new scenarios for those regions using a region of interest. We should make a plugin that is downloadable from an update site that lets users add a location plugin containing all US boundaries. That way we can keep it separate from the main download, but available via update site as extra data.
