Refactor the MAEviz to use meta data and the Tupelo2 interfaces.

• Search metadata based on user criteria (e.g. based on region, Show all relevant layers user can select)
• Store MAEviz files with enough relevant metadata to enable the searching

2nd gen - Refactor MAEviz repository to inculde Tupelo.

There needs to be an ability to view the scenarios in the repository through the application. (may just be an embedded html window.
