Add scroll bars at sides of windows

      I don't have a list of all situations where this would occur. One example is when I go to do statistics on something.

      Example:

      ECA decision support analysis.

      I right click on the dataset and select Show Attribute Table.

      I click on the "Sigma" symbol to perform statistics. Both the table and the statistics tabs are in the lower right-hand corner.

      There is a scroll bar for selecting a field to perform statistics, but the statistics themselves are not fully visible.

      Work-arounds: (1) move the boundary of the window to reduce the visualization and increase the space available for showing statistics, or (2) click on the tab for the statistics and move it up to the visualization section.

      Either option is OK. The statistics can be seen. But it would be nice to just have a scroll bar instead. I know this happened somewhere else before, too, but I can't recall where... I think maybe something about the deterministic hazard attributes... not sure. I'm sure the basic issue shows up in multiple instances.
