Create bridge damage dataset using the default data indicated in tutorial.

Create retrofit cost estimation using bridge damage dataset for inventory input.

Create second bridge damage dataset for retrofits.

Select MeanDamage as third field when specifying retrofits.

Sort by MeanDamage.

For the two bridges with maximum MeanDamage, selecting any retrofit for the first two bridges does not have any cost associated with the retrofit. See screen capture.
