Parametric fragilities should used the hazard at the period they are derived, not the building's fundamental period

      The parametric fragilities specify that they are derived at a particular period and should use that hazard, not the buildings fundamental period to determine which hazard. For example, if a parametric fragility is derived for 0.2 sec and the building it is assigned to has a period of 0.8 sec, the correct hazard to use is 0.2 sec Sa, not 1.0 sec Sa. If MAEviz was given both the 0.2 sec Sa maps and the 1.0 sec Sa maps, MAEviz would use the 1.0 sec Sa hazard, which is wrong.
