-add unit field for socioeconomic and public expenditures, which should propogate through the UI

-use following labels and default weights for environmental areas:

20% for hazardous materials and toxic wastes;
15% for air quality;
15% for water quality;
15% for geology and soils;
10% for threatened and endangered species;
10% for vegetation and wildlife;
10% for cultural resources; and
5% for noise.

-labels added to sub-metrics relative weights field in optimization UI

-make # of environmental areas come from alternatives dataset
-the total value for % of environmental areas should = 1.

-groups of fields should be hidden and made not required if their corresponding objectives/metrics aren't used.

-increment shoudl show # of solutions, plus running time. (!?)
