Popup menu options are added based on user permissions and what they select in the UI (e.g. delete dataset will only be added to a dataset popup menu if the user has permission to use the action). This can be confusing if a user expects the right mouse click to do something and nothing happens (e.g they have no permission to take any action). It would be more clear which actions are possible if we add all applicable menu options for an object and enable/disable them based on permissions.
