When logged in as admin user and preview an embedded dataset it will not allow me to preview the embed as anonymous user doesn't have privileges. If i'm the admin user why can't I access the embed preview.

I have set the anonymous user permissions to "view data" and I can see it set the new permission in the back end but it's not sticking.
