The document should cover the overall design of the application. Why is it relevant? What does it provide that other systems don't provide? What requirements does it meet?

The document should also cover what will be delivered as part of 0.3 at the beginning February and a high level overview of how those will be implemented. The focus is on making sure that the end user gets a product that is usable, ie no necessary features to make it usable are missing. It should also highlight in what ways the set of features schedule for 0.3 are new and do not just replicate what is already available in other systems.

A description of features that will not be met by 0.3 but are potential follow up project should also be provided.
