During work on https://opensource.ncsa.illinois.edu/jira/browse/NDS-1022 a few bugs and deficiencies in support for OpenStack were found.

An issue on the Kubespray GitHub was created (https://github.com/kubernetes-incubator/kubespray/issues/1819) was created and in discussion with the team a number of commits were identified that go some of the way to fixing the issues.

People are interested in a solution, but nobody on the team has time to pull these strands together to make a clean PR.

For this JIRA ticket, create a complete PR that allows for easy deployment of kubernetes on an OpenStack. Test out all of the various hosting options and update the README
