ETK instance continues to have problems on Nebula. We've decided to deploy on the NDS Jetstream allocation, which is a perfect use of the allocation.

Modify deploy tools:

• Add new site for Jetstream
• Add Docker log rotation
• Add Docker depends on var-lib-docker
• Add MTU fix
