Run some set of svcs in 2 different namespaces in k8s by inserting their configs in etcd, and scripting startup that reads
from etcd. If secrets are a better way, use secrets instead. assume the root of etcd is /nds/<project>/ and define a first-pass store for project configs.
Assume that there is an admin tool to create the etcd entries eventually, but for now you can setup by-hand.

Script should boot-up all project configs stored there in their appropriate namespaces.

From full lights-out, once k8s is up the system should return to steady state with projects in the configured running state.
