With the UI modules rewritten, now would be a good time to rethink the build chain for the UI. Currently, to support the "git dropin" behavior, the grunt build happens during container startup - this is not ideal.

Assumptions:

• We can remove the "dropin" capability in lieu of a better strategy for customizing / replacing components piecemeal in the UI.
• Remove options from ndslabs-startup and deploy-tools
