Ran into provisioning problem at SDSC with recent changes to roles/openstack-system/tasks/main.yml for Jetstream.

Apparently the way we're registering the os_host value with conditional is problematic – in the current code the value is overwritten. This is noted in
https://github.com/ansible/ansible/issues/4297

with a few options to resolve.
