Create a full-backup procedure to save essential state of cluster for DR.

1. Identify all essential in-cluster data needing to be stored
2. Identify all IAAS (openstack) data required to save
3. Implement procedure to backup all essential data into a packaged format (single file)
4. Implement a restore procedure for full-cluster
5. Test by backup of running cluster, restore to newly provisioned identical infrastructure
6. Identify issues that require hands-on attention to restore operation - potentially IP address, TLS, etc.
