Most of our work is post cluster-deploy, but the ansible playbook requires a full
cluster deploy: systems/kubernetes/ndslabs

By refactoring the playbook into 3 steps:
systems
kubernetes
ndslabs

will allow us to continue to work when openstack is unavailable, by reusing a previously deployed cluster and deploy only the ndslabs services, or kubernetes and ndslabs if desired.
