With the addition of the FileManager (Cloud Commander), the user is never shown applications with key === "cloudcmd".

The problem here is two-fold:

1. When a "cloudcmd" stack exists, the user is no longer shown the helper-text telling them to add an application
2. The user can still add this application from the catalog

This ticket is complete when the cloudcmd stack is not addable from the catalog, and when having a cloudcmd stack already in your list does not prevent you from seeing the helper-text.
