Excess scroll due to UI footer is annoying

      To reiterate, CSS is really annoying. :/

      Steps to reproduce:

      1. Navigate to any page of the NDS Labs UI
      2. Scroll down

      Expected Behavior:
      Small enough pages should not scroll

      Actual behavior:
      Every page scrolls precisely 70px (the height of the footer)

      This ticket is complete when actual behavior matches expected behavior.
