With NDS-395, we again encountered problems that seem to stem from three things:
1) Provisioning node CoreOS version and channel
2) Docker MTU mismatch with Nebula MTU
3) Docker network conflicts with campus Wireless (BIP)

We need to select the CoreOS version and channel and document the process for setting up a VM in Nebula with the correct settings. Some of these are in NDS-395, but do not appear to work.
