Is the Ansible "forks" parameter set too high?

      I recall at one time the Nebula team saying that we were bogging down our node with provisioning requests.

      Our current value for "forks" (threads) is 15, which seems a bit high considering we are currently only ever provisioning ~8 nodes at a time. I also thought someone mentioned that we shouldn't be using more than 5 for this value. We should consider dropping this down a bit to 1-5.

      This ticket is complete when we have discussed lowering the forks default, and made the change to deploy-tools.
