From NDS-366, we have a jenkins.json spec that will allow a user to run Jenkins CI using Docker-in-Docker in the same fashion as the docker.json spec.

In order for users to leverage this, we need to add it to the system catalog.

This ticket is complete when we have discussed adding Jenkins CI to the system spec catalog via pull request to ndslabs-specs.
