Found while testing NDS-493

Test Case:

• Log into NDS Labs UI
• Click "Files" again
  • You should see the FileManager start
  • Once started, a new tab should open to your FileManager
• Close the new tab
• Click "Shutdown" under FileManager
  • Your FileManager should begin to shutdown
• Click files again

Once stopped, when I start via the "Files" button, the application appears to remain in a stopped state until I refresh the page.
