Extend labeling to allow multiple labels per node

      Our current node labeling process limits us to one node type per node (e.g. compute, loadbal). We should be able to change the labeling to allow all label types on a single node to run all services.

      This ticket is complete when:

      1. We have discussed alternative strategies for node labeling
      2. The Labs Workbench apiserver has been updated to respect the new labeling scheme
      3. The templates within ndslabs-deploy-tools and ndslabs-startup are updated to respect the new labeling scheme
      4. kube-up.sh in ndslabs-startup and ndslabs-k8-init-labels/tasks/main.yml in ndslabs-deploy-tools have been updated to correctly apply the new labels
