The ndslabs-deploy-tools repo is getting a bit messy.

It could be cleaned up in the following small yet significant ways:

• Improve the documentation in the README Done as a part of NDS-862
• Simplify FILES.deploy-tools subdirectory and move its contents to repository root
• Migrate contents from /usr/local/lib/ndslabs/roles to /root/roles
• Remove any leftover stale inventories that are no longer used (gtest.yml, sd1, etc)
• Change the name of the SAVED_AND_SENSITIVE_VOLUME to something shorter putting this off for future ticket, if we still feel it's necessary
• Move some things between default / kube-system to increase visibility? putting this off for future ticket, if we still feel it's necessary
• Use a directory other than /tmp to store kubectl templates, so they persist between restarts

This ticket is complete when the ndslabs-deploy-tools repo has been cleaned up in one or more of the above ways
