Easy deployment of Kubernetes cluster to Nebula

      An NDS Labs user who wants to bring up a project should be able to easily start a Kubernetes cluster on the Nebula OpenStack using multiple VMs. This could be similar to the "cluster/kube-up.sh" in the Kubernetes project (https://github.com/kubernetes/kubernetes/tree/master/cluster/). This is expected to replace the startup_ndslabs.py.

      It's assumed that the user will already have an OpenStack account. It's unclear at this time whether this process will handle provisioning of OpenStack resources (i.e., VMS and volumes), which appears to be how the "kube-up.sh" works for GCE and AWS. It's possible that the user will need to manually provision VMs and Volumes before they are able to easily start the Kubernetes cluster.

      Outcome: This task will produce a tool or set of tools that an NDS Labs user runs to easily start Kubernetes on Nebula and any associated internal documentation.
