Reason for failures: the networking on ISL cloud finally came back (thanks for Dan Lepine and Vlad's help), the 2 SS VMs started to connect to RabbitMQ, with a bad initial state, where they set their public IPs to blank. The check-ins from them had problems. So the test failed.

Action:Stopped software servers on them. The elasticity instance on Nebula responded, resumed a SS VM. New manual tests then passed.
