We need to capture the hash value for files so we know if bit changes occur. Once we have that, can we add a service that will look at an uploaded file (maybe there's a separate 'do you have this' button too) and identify if it is already in the repository. This could be a good ease of use tool - if I have a file, I can drop in on the ACR and see what comments/tags it has and quickly add more - I don't have to keep track of the identifier/URL in SEAD during my use of the file on my desktop...
