As a user, I want to be able to move files from one folder to another and one file to another dataset, etc. so that my publication package does not need to be determined when I first load my data into SEAD. This pertains to operations that take place in a single project space.

Acceptance criteria:
in a single project space...
1. A user is able to move a file from one dataset to another dataset;
2. In a dataset with multiple folder structure, a user is able to move a file from one folder to another folder, within the same dataset; and
3. A user is able to do items 1 and 2 noted above through a bulk operation.
4. For 2.0 Early Release, all admins and editors are able to do items 1, 2, and 3.
