As a user in SEAD, I would like to be able to more easily and quickly browse through pages that display content (project spaces, datasets, collections) without the need to scroll down on each page to find "Next" and "Previous" buttons.

ACs:

1. The "next" and "previous" buttons that appear at the bottom of the page are centered horizontally.
2. A duplicate set of "next" and "previous" buttons appear at the top of the page, also centered horizontally.
3. The "next" and "previous" buttons at the top of the page are added in a way that doesn't further push content down the page.
