As a user, I want to understand what it means to make my project space public or private so that I make the right decision.

Acceptance Criteria:
1. On edit project space page where it says "Access", add inline help text below the options: "This sets the privacy level for collections, datasets, and files in the Project Space. Access can be overwritten at the individual dataset level. By marking access "public" you make the space's content available to users outside of your project team."
