When I am logged in and looking at a file that is part of a public dataset I don't own, the interface behaves as though I am able to edit the license. When I click submit after making changes, I get a red message at the top of the screen saying I am unauthorized. Same thing happens for commenting. We should not present these as functions users can carry out if they are unavailable. Therefor in this case these should appear exactly as they do for the user who is not logged in (no comment box and no edit fields).
