Project space administrators are able to provide their own description of the metadata field that shows up in the interface so that their team knows what is expected in this field.

Acceptance Criteria:

1.In the "Manage Terms & Definitions" interface (seen only by project space admins), the admin is able to enter their own text description of the metadata field. For example for Abstract they might enter "a summary of the resource."

2. The description is appended to the metadata term in the display for adding metadata to an object with a ":" between the metadata term and the description of that term.
