Update the Black title bar of the geo-webapp (see, e.g. http://sead.ncsa.illinois.edu/geo-webapp/) to be the same SEAD logo, blue bar as for other pages. Unless its trivial, don't worry about picking up the project name for now.

• Geo_webapp.html
