To harvest the metadata for IRBO, we need to define which formal vocabulary terms will be used to represent the plain-text predicates in the IRBO metadata files. This task is to produce such a list identifying the IRBO strings used and a matching term from a formal vocabulary (e.g. DC, FGDC, FOAF, ...). If one cannot be identified, the list should contain a candidate term in a sead namespace, e.g. http://sead-data.net/terms/<name>, or http://sead-data.net/terms/hydrology/<name>.
