request from wsc-reach for a landing page that shows the top-level collections that have been created by an admin as the landing page (versus the listDatasets page). TBD whether this should just be a top level collections list (minimum) or something that shows more (datasets not in a collection?, some representation of what's inside the top level collections,etc.)
