tags, user metadata, extractor metadata?, and maturity levels all have/could have definitions inside/outside the system. It would be helpful to allow terms to be linked to existing definitions (e.g. pointing to external lages for dublin core, odm, etc. metadata) and/or to manage definitions inside the acr (e.g. to provide definitions for tags and have them as pop-ups on roll-over or as a link), and perhaps linked to the ability to create new terms (e.g. for an admin to create http://sead-data.net/vocab/wsc-reach/term7 and define it). This is an umbrella task that we can add specific tasks for tags, user metadata, etc. as subtasks....
