Given the shift in how we use remoteAPIKey (discovery, dashboard, geobrowse, and VA must all know the value), it no longer makes sense to have it be a dynamically configurable option in admin/config. This task is to make the remoteAPIKey only set-able via config files so that our deploy mechanism can keep the components in sync.
