Shift user metadata terms from being a config file option to an admin GUI-managed option. Consider integrating the ability to supply definitions, link to external definitions, organize by vocabulary, mark as required/recommended, etc. (Probably done incrementally, but design should reflect interest in being able to add these additional capabilities.)
