dashboard won't allow the user to login on servers such as sead-demo where anonymous can see everything. This will probably get changed as we update the overall login process, but it may be worthwhile to allow a login to be forced (e.g. so that you are logged in on the underlying /acr server and can go to the admin page, etc.)
