In 1.5, this includes a number of activities, such as who can view, download, edit metadata, delete, and comment on data.

I think our implementation of this should be revisited as users are often unclear about how they go about making datasets and collections publicly viewable. In addition, some users have expressed desire to set permissions at the individual collection and dataset level.
