The comments submitted on the dataset level are being pass on in a wrong spot in the ORE map. Comments should be included on aggregation, not on the map.

Also, it looks like an incorrect license is being passed on in the ORI map ("All Rights Reserved") and it is included in wrong place of the map, not the aggregation.
