As a SEAD team member, I would like access to all data and project spaces in SEAD so that I can more easily help our users and identify system abuse without making users explicitly add me to their project space.

Acceptance Criteria
1. There is a system role that allows full access to the entirety of SEAD.
2. The role is not viewable or accessible to people outside of the SEAD team.
3. The role does not show up in project space stats or user lists.
