Uploading multiple workflows with sharing workflow tools breaks the file path.
Here are the steps to create this issue.
You need to have two workflows that share a same tool
1. upload the first workflow

• it fixed the path of blobs correctly
  2. upload the second workflow
• it brought the wrong path (local path that used to create the workflow).
