  Fixes issue where test instantiates and initializes a Debugger, adds it to Daffodil and enables debugging but does not correspondingly disable and remove the Debugger after the test has completed.
  Failure to remove the Debugger and disable
  debugging was causing random tests to fail
  in SBT but not in Eclipse.  A ticket (DFDL-790)
  was created specifically to investigate this.
