Deploy extractor/converter to swarm

      As a Brown Dog Administrator I want to be able to deploy an instance of an extractor/converter to the swarm so I can process files.

      Acceptance Criteria 

      1. Click on the "Run" button on the create extractor deployment dialog
      2. Docker containers are running in the swarm
        1. The number of instances matches the minimum instance count from the form
        2. The image tag matches the value entered into the form
        3. The queue is created with the extractor's default name
      3. There are no bindings created to the queue
