As a user of Brown Dog I want the number of instances of the extractors/converters to scale so I can quickly process my files.
Acceptance Criteria
- Set the minimum number of instances of an extractor/converter to zero
- Allow queue to drain
- All extractor instances are terminated
- Queue remains in place
- Put data in queue
- New instance is started and begins processing requests.
- Allow queue backlog to appear
- New instance of extractor/converter is brought online and begins processing requests
- Continue until the maximum number of extractors/converters are created
- No matter how big queue becomes, no new extractors/converters are created
