As a Brown Dog Administrator I want to resume a stopped extractor/converter so I can continue processing data.

Acceptance Criteria

1. Select a stopped extractor/converter that has requests in its queue
2. Click on the run button
3. At least one new instance is created and begins consuming requests from the queue.

1. Select a stopped extractor/converter that has an empty queue and a minimum number of instances set to zero
2. Click on the run button
3. No new instances are created
4. Place a request on the queue
5. An instance is created and consumes the event
